Illegal Takeover of Klos and Hauls Licensed Quarry Site in Akosombo: A Call for Justice

KLOS AND HAULS LTD formally brings to public attention the violent and unlawful takeover of its fully licensed quarry concession located in Akosombo–Sedorm, Asuogyaman District, Eastern Region.


This is not a civil disagreement. It is a documented case of intimidation, assault, abuse of state power, and armed occupation.

📍 Background of the Concession


Klos and Hauls Ltd has legally operated this quarry site since February 2023, a period of nearly three years, under:

• A valid quarry license issued by the Minerals Commission

• Environmental permits from the Environmental Protection Agency

• A signed landowner agreement with continuous payments made

• Full operational permits and company registration documents


At no point during these three years was GHACEM in occupation, possession, or operation of this site.


⚠️ Timeline of Harassment and Violence


13 November 2025


Representatives of GHACEM LTD, led by Mr. Tswumasi, arrived on site with police from Koforidua.

Workers were threatened and warned that machines would be burned if operations continued.



20 November 2025


GHACEM returned with the Counter Terrorism Unit (CTU).


During this visit:

• Mr. Ammanor was found inside a wheel loader belonging to Klos and Hauls Ltd, with the ignition key in his possession.


• When questioned about his presence on private property and inside company equipment, he declined to provide any explanation.


• During a subsequent discussion with Mr. Tswumasi, a CTU commander identified as Mr. Asante physically assaulted the Assistant Manager, including stabbing and scratching the back of his neck and slapping him.


• Both the Manager and Assistant Manager were then beaten, handcuffed, and arrested by the officers present.


• While the assault and arrests were taking place, officers and accompanying personnel seized the mobile phones of the victims and those of bystanders, reportedly deleting videos and photographs taken at the scene.


• The Manager and Assistant Manager were detained overnight at Koforidua Police Headquarters and were denied medical treatment despite visible injuries.



12 December 2025 — Armed Takeover


Between 15–20 armed land guards, carrying guns and knives and riding large motorbikes, invaded the site at night.

• Security personnel were assaulted and expelled

• Phones were seized

• Workers fled for safety

• The site became completely inaccessible


The land guards later appeared wearing “BRIKO QUARRIES” uniforms.


Official Mining Cadastre Records Contradict GHACEM’s Claim


In addition to its licenses and permits, Klos and Hauls Ltd reviewed publicly available Mining Cadastre Maps maintained by the Minerals Commission covering the period from November 2020 to 13 January 2026.


Across this entire period, the Cadastre records consistently show Klos and Hauls Ltd as the licensed operator of the Akosombo–Sedorm concession. At the same time, GHACEM LTD does not appear as a licensed mining or quarry rights holder within or overlapping this concession area.


Mining Cadastre data represents the authoritative public record of mineral rights in Ghana. As of 13 January 2026, these records do not support any claim by GHACEM of licensed mineral rights over the Akosombo–Sedorm concession. Screenshots of the Cadastre Maps have been preserved and will be submitted to the appropriate authorities and made available to the public in the interest of transparency and accountability.


Cadastre Record Timeline

26 November 2020

Applications were submitted for different concession areas by Klos and Hauls Ltd and GHACEM LTD, with no overlapping licensed concessions.

17 February 2023

Klos and Hauls Ltd was granted a mining license for its concession, reflected by a change in concession status on the Cadastre Map.

GHACEM LTD remained in the application or interest phase and was not licensed for this area.

13 December 2024

Klos and Hauls Ltd continued to hold a valid license for its concession.

GHACEM LTD was still not licensed, and the Cadastre Maps continued to show separate concession locations.

13 January 2026

The most recent Cadastre records confirm that Klos and Hauls Ltd remains the licensed operator for the concession, while GHACEM LTD does not appear as a licensed mineral rights holder for this location.


🚫 Current Situation


No Klos and Hauls staff can not access the site

• Machines and assets are under threat

• Armed men are mobilizing equipment to begin operations

• Police from Koforidua remain involved


GHACEM has never produced:

• A landowner agreement

• A mining license

• An EPA permit

• Any legal documentation supporting their claim

• The Minerals Commission

• The Inspector General of Police

• Human rights organizations

• Media houses

• The Ghanaian public


🛑 Final Statement


Klos and Hauls Ltd will pursue all legal avenues, but silence enables violence.


We are speaking now — not for sympathy, but for justice, safety, and the rule of law.
